Announcement of the General Administration of Customs on the Statistical Measures for Yangpu Bonded Port Area

Announcement of the General Administration of Customs No. 109 of 2020

In order to implement the requirements of the Overall Plan for the Construction of Hainan Free Trade Port and ensure the authenticity, accuracy, timeliness and completeness of the customs statistics on the entry and exit of the Yangpu Free Trade Port Area and the goods entering and leaving the area, in accordance with the "Regulations on Customs Statistics of the People's Republic of China", "Regulations on the Administration of Customs Statistics of the People's Republic of China", "Regulations on the Supervision of the Yangpu Free Trade Port Area by the Customs of the People's Republic of China" and relevant normative documents, the following announcement is hereby made on the statistics of the Yangpu Free Trade Port Area:

I. Add customs transportation mode and code

Add the transportation mode "Yangpu Free Trade Port Area" with code "P" for import and export declaration between Yangpu Free Trade Port Area and outside the domestic area.

II. Goods entering and leaving Yangpu Free Trade Port Area

(I) Unless otherwise specified, goods transported from abroad to Yangpu Free Trade Port Area and from Yangpu Free Trade Port Area to abroad shall be subject to customs import and export goods trade statistics.

(II) The public information service platform established by the Management Committee of Yangpu Economic Development Zone shall meet the requirements for the collection and quality control of original data for import and export goods trade statistics.

3. Goods entering and leaving Yangpu Free Trade Port Area and the mainland

(i) Unless otherwise specified, goods transported from outside the mainland to Yangpu Free Trade Port Area and from Yangpu Free Trade Port Area to outside the mainland shall be subject to customs single-item statistics.

(ii) The original data of customs single-item statistics shall be taken from the customs clearance system.

This announcement shall take effect from the date of issuance.
