The Ministry of Commerce and 20 other departments issued the "Notice on Several Measures to Promote Trade Liberalization and Facilitation in Hainan Free Trade Port"

In order to thoroughly implement the important instructions and instructions of General Secretary Xi Jinping on the construction of Hainan Free Trade Port, refine and implement the deployment requirements of the Overall Plan for the Construction of Hainan Free Trade Port, accelerate the promotion of trade liberalization and facilitation in Hainan Free Trade Port, and achieve the phased development goals before 2025 with high quality and high standards, with the approval of the State Council, the Ministry of Commerce and 20 other departments jointly issued the "Notice on Several Measures to Promote Trade Liberalization and Facilitation in Hainan Free Trade Port", which clarified 28 policy measures from the two aspects of goods trade and service trade, including 13 policy measures in goods trade and 15 policy measures in service trade.

Goods trade

1. The pilot project of importing and exporting crude oil and refined oil through the "first line" in Yangpu Bonded Port Area does not implement enterprise qualification and quantity management.

2. Imported sugar is not included in the total tariff quota management.

3. Decentralize the authority to grant bonded refueling licenses for international ships.

4. In principle, the automatic import license management will be cancelled when entering the "first line" in areas where the "first line" is liberalized and the "second line" is controlled.

5. Cancel the mechanical and electrical import license management measures.

6. Support the development of used car export business.

7. Support new offshore international trade.

8. Support the pilot of relevant certification agency qualification approval.

9. Improve the risk warning and rapid response supervision capabilities of import and export goods quality and safety.

10. Strengthen the innovation of customs supervision model and implement the hierarchical approval model.

11. Support the participation in the formulation of recommended national standards, local standards and group standards.

12. Establish a workstation to deal with trade frictions.

13. Establish a trade adjustment assistance mechanism.

In terms of service trade

1. Allow foreign institutions to independently hold foreign-related economic and technological exhibitions other than those named "China", "China", "National" and "State".

2. Technology import and export business activities do not need to go through the registration of foreign trade operators.

3. Explore the cancellation of the review and approval of auction companies and the registration of commercial franchises.

4. Explore the cancellation of commercial franchise registration.

5. Promote the pilot of innovative development of service trade.

6. Support the development of digital trade.

7. Establish a rapid response channel for cooperation between the Ministry and the Province for the safety management of technology import and export.

8. Take the lead in standardizing domestic regulations that affect the freedom and convenience of trade in services in some key areas.

9. Organize the China International Consumer Goods Expo.

10. Support the establishment of a national cultural export base.

11. Build a national foreign cultural trade base.

12. Promote the settlement of key enterprises and projects.

13. Encourage innovation in international cooperation models for trade in services.

14. Support the development needs of Hainan Free Trade Port when signing new international cooperation agreements on trade in services.

15. Improve the statistical monitoring system for international trade in services.
