Hainan Provincial Government Office's Three-Year Action Plan for New Investment Policies for Hainan Free Trade Port (2021-2023)

At present, the construction of Hainan Free Trade Port is in its initial stage and critical period, but it still faces problems such as unreasonable investment structure, low investment efficiency, and urgent transformation and upgrading of industries. In order to fully implement the "Overall Plan for the Construction of Hainan Free Trade Port" and the "Outline of the 14th Five-Year Plan for National Economic and Social Development of Hainan Province and the Long-Term Goals for 2035", actively participate in the domestic and international dual circulation, increase the integration of Hainan's industries with domestic and foreign industrial chains, focus on industrial investment, form more industrial clusters, further optimize the investment structure, improve investment efficiency and quality, and promote the high-quality development of Hainan's investment, this plan is formulated.

1. Action Goals

Hold high the great banner of socialism with Chinese characteristics, thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th Central Committee of the Communist Party of China and General Secretary Xi Jinping's "4.13" important speech, aim to continuously improve the investment structure and quality of Hainan Free Trade Port, strictly implement the "three lines and one list" of ecological protection red line, environmental quality bottom line, resource utilization upper line, and ecological environment access list, and do not occupy permanent basic farmland, do not exceed the carbon emission limit, and do not reduce the amount of forest land. Based on the actual situation in Hainan, focus on the three major leading industries of tourism, modern service industry, and high-tech industry, as well as hot With characteristic high-efficiency agriculture, manufacturing (i.e. "3'1'1" industries), "five networks" infrastructure, people's livelihood public services, social investment and other key areas, we will focus on investment benefits and quality, and work hard to expand effective investment. By implementing the three-year new investment policy, while achieving an annual investment growth rate of no less than 10%, by 2023, the province's investment structure will be more reasonable, investment quality will be significantly improved, investment benefits will be gradually improved, the industrial cluster effect will be further released, and the role of industrial investment in driving GDP will be more prominent, so that the early gains of Hainan Free Trade Port construction will be reflected in the quality and speed of macroeconomic development in the province.

(I) Pay attention to the structure and quality of industrial investment and expand effective investment. Pay attention to the development of the real economy and the quality of industrial investment, actively adjust the investment structure, and effectively increase the proportion of "3'1'1" industries in investment. Invest in the construction of a number of major industrial platforms with high quality, build 2-3 major industrial platforms of 100 billion yuan and 5-7 major industrial platforms of 10 billion yuan, and drive the formation of a number of industrial clusters with agglomeration of innovative factors and complete supporting systems. From 2021 to 2023, the annual investment growth rate of the "3'1'1" industries will be about 12%. (II) Improve the "five networks" infrastructure. According to the construction needs of Hainan Free Trade Port, accelerate the construction of infrastructure such as road network, optical network, power grid, gas network, and water network. From 2021 to 2023, the annual growth rate of infrastructure investment will be about 3%, further improve the level of infrastructure investment in the province, and fill the gap in infrastructure development in the province.

(III) Improve the public service capacity of people's livelihood. Increase investment in the public sector of people's livelihood and make up for the shortcomings in the public service sector. From 2021 to 2023, the annual investment growth rate will be about 10%. By 2023, the public service facilities in the province will reach the domestic leading level.

(IV) Continue to expand social investment. Create a first-class business environment, build a trustworthy government, build a new type of clean and friendly government-business relationship, and provide market entities with business conveniences based on "must respond to matters" and "no disturbance when there is no matter". From 2021 to 2023, the annual growth rate of social investment will exceed 10%, and the vitality of social investment will continue to increase.

Pay more attention to the role of major projects in driving investment, focus on promoting the construction of projects with major investment rights and wide influence, and strive to increase the proportion of projects with a total investment of more than 100 million yuan in the annual investment by more than 2 percentage points each year.

(I) Optimize the industrial investment structure and build a modern industrial system dominated by "3'1'1" industries.

1. Tourism industry.

Accelerate the construction of projects such as Haikou International Duty Free City and play the "card" of offshore duty-free. Accelerate the development of digital economy, petrochemical new materials, and modern biomedicine industry. IV. Guarantee measures

(I) Implement a hierarchical project promotion responsibility system. Relying on the online supervision platform for all social investment projects in Hainan Province, a three-year key project database will be established. The leaders of the four provincial teams are responsible for promoting a provincial key (major) project in the whole chain. In principle, the total investment of the project shall not be less than 2.5 billion yuan; the other projects shall be decomposed and promoted by the city and county leaders in accordance with the way the provincial leaders are responsible for the projects.
