The Provincial Taiwan Affairs Office and the Provincial Development and Reform Commission issued "Several Measures on Actively Supporting Taiwan Compatriots and Taiwan-funded Enterprises to Participate in the Construction of Hainan Free Trade Port"

These measures are formulated to thoroughly implement the spirit of the 20th CPC National Congress, General Secretary Xi Jinping's important speeches and instructions on Hainan's work, accelerate the construction of Hainan Free Trade Port, further deepen cross-strait integration and development, attract Taiwan compatriots to fully participate in the construction of Hainan Free Trade Port, and create a new highland for exchanges and cooperation with Taiwan at a higher level and higher level.

1. Encourage Taiwan compatriots and Taiwan enterprises to integrate into the new pattern of regional coordinated development of "three poles, one belt and one zone" ("Haikou Economic Circle", "Sanya Economic Circle", "Danyang Economic Circle", coastal urban belt, and central ecological conservation area) around the four major leading industries of Hainan Province, namely tourism, modern service industry, high-tech industry and tropical characteristic high-efficiency agriculture, and participate in the creation of "two bases" (headquarters bases for Chinese enterprises to enter the international market and headquarters bases for foreign enterprises to enter the Chinese market), "two networks" (air-sea international transportation network and international economic and trade cooperation network), and "two hubs" (international shipping hub of the Western Land-Sea Corridor and aviation regional gateway hub facing the Pacific and Indian Oceans). Actively promote Taiwan-funded enterprises investing in the mainland to expand their industries to Hainan Free Trade Port according to the needs of industrial development.

2. Encourage Taiwanese enterprises to invest and settle in key parks of Hainan Free Trade Port and relevant cities, counties and autonomous counties. Key parks of Hainan Free Trade Port and relevant cities, counties and autonomous counties can support Taiwanese projects that meet the industrial development of the parks in terms of land use, sea use and industrial policies according to actual needs.

3. Encourage Taiwanese compatriots and Taiwanese enterprises to participate in the investment, development and construction of Hainan Central Fishing Port Economic Zone and modern marine ranches. Support the establishment of "Qiong-Taiwan Modern Fishery Cooperation Demonstration Zone" in parks with mature conditions, and strive to create an influential cross-strait fishery cooperation demonstration base.

4. Support Taiwanese compatriots and Taiwanese enterprises to standardize and safely introduce high-quality seedlings and breeding and promotion work in Taiwan, accelerate the construction of a number of demonstration farms and production and research bases for the cultivation of high-quality fruits, vegetables, flowers and marine and freshwater products in Taiwan throughout the province, and promote the transformation and upgrading of Taiwanese agricultural enterprises in Hainan.

5. Support Taiwanese compatriots and Taiwanese enterprises to participate equally in the production and operation of forest and grass seeds in our province. For enterprises that meet the requirements of the "Administrative Measures for the Import and Export Production and Operation Permit of Seeds in Hainan Free Trade Port", further simplify the application process, shorten the application time limit, and do a good job in the issuance of forest and grass seed production and operation licenses.

6. Encourage Taiwanese enterprises to actively apply for key R&D projects in Hainan Province.

7. Encourage Taiwanese consumer brand enterprises to strengthen cooperation with Hainan offshore duty-free enterprises.

8. Support eligible Taiwanese enterprises to enjoy the same treatment as mainland enterprises in terms of tax incentives, government procurement, and listing on the mainland.

9. Give full play to the advantages of Hainan Island as a cross-strait agricultural cooperation pilot zone, and increase support for the construction of the Chengmai Demonstration Base of the Cross-Strait Agricultural Cooperation Pilot Zone.

10. Encourage cities, counties, and autonomous counties to set up "Taiwanese business processing parks" in their industrial parks to attract Taiwanese agricultural product processing enterprises to invest and form industrial clusters.

11. Support eligible regions to apply for the creation of "Taiwanese Farmers Entrepreneurship Park" and "Cross-Strait Rural Revitalization Cooperation Base".

12. Support eligible cities, counties, and autonomous counties to apply for additional Taiwan fishing boat berthing points.

13. Support the construction of "Cross-Strait Youth Employment and Entrepreneurship Demonstration Points".

14. Strengthen the construction of the cross-strait exchange base in Baoting, make good use of the platform of Hainan ethnic minority festivals, carry out cross-strait ethnic minority cultural exchange activities, and continue to deepen the family exchanges between the ethnic minority compatriots in Hainan and Taiwan.

15. Support cities and autonomous counties where ethnic minorities live, rely on the construction of ethnic minority characteristic villages, and carry out the creation of cross-strait ethnic minority friendly villages and towns.

16. Support the development of Qiongtai Buddhism, Taoism and folk customs exchanges.

17. Encourage colleges and universities in the province to carry out inter-school exchanges and cooperation with Taiwan colleges and universities, introduce excellent Taiwanese teachers, and expand the number of Taiwanese students.
