The Hainan Branch of the State Administration of Foreign Exchange issued the Guiding Opinions on Carrying out a Pilot Program to Facilitate Foreign Exchange Receipts and Payments for High-Quality Enterprises

Central sub-bureaus of all cities in the jurisdiction, sub-bureaus of all counties and cities within the jurisdiction, Hainan Branch of the National Development Bank, branches of all policy banks, state-owned commercial banks, and joint-stock commercial banks in the province, Hainan Branch of the Postal Savings Bank, Haikou Branch of Nanshan (China), Haikou Branch of HSBC (China), Hainan Bank, and Haikou Rural Commercial Bank:

In order to promote the construction of Hainan Free Trade Port and improve the quality and effectiveness of the policy on facilitating foreign exchange receipts and payments for trade of high-quality enterprises, the Hainan Branch of the State Administration of Foreign Exchange has decided to further optimize the pilot program for facilitating foreign exchange receipts and payments for trade. The Guiding Opinions of the Hainan Branch of the State Administration of Foreign Exchange on Carrying out the Pilot Program for Facilitating Foreign Exchange Receipts and Payments for Trade of High-quality Enterprises (2022 Edition) (hereinafter referred to as the Guiding Opinions) are hereby issued to you for your compliance. The Guiding Opinions shall come into force on the date of issuance of this Notice. Banks that have participated in the pilot program in the early stage shall promptly revise their pilot management measures in accordance with these Guiding Opinions and submit them to the Hainan Branch of the State Administration of Foreign Exchange before July 31, 2022.
