Recently, the official website of the National Development and Reform Commission announced the "Plan for Hainan's Modern Comprehensive Transportation System", with a planning period of 2020 to 2025.

Build modern infrastructure

Build a comprehensive transportation infrastructure system with clear levels, convenient and smooth operation, with high-speed railways, highways and air transportation around the island as the backbone, national and provincial roads and rural roads in the province as the foundation, and large airports and ports as hubs.

Improve quality transportation services

Accelerate the development of integrated intermodal transportation such as air-rail and sea-rail on the island and off the island, promote the effective connection of various transportation modes such as capacity, frequency and information on the island and off the island, and realize one-stop service for passengers traveling between different modes such as high-speed rail, aviation and sea transportation.

Accelerate the improvement of regional, urban and rural multi-level freight logistics service networks, integrate transportation, e-commerce, postal services, express delivery, etc., actively develop rural transportation service stations, and promote the development of urban and rural distribution and rural logistics.

Develop new tourism products such as island-circling tourist roads and post stations, self-driving cars, and RV camps around coastal tourist attractions, leisure resorts, characteristic agricultural areas, and the Central Tropical Rainforest National Park. Develop cruise and yacht business, and extend the cruise and yacht and entertainment, performing arts, culture and other industrial chains. Utilize the achievements of refined airspace management reform in the central and southern regions to develop general aviation, meet the needs of people's livelihood services such as short-distance transportation, emergency rescue, and medical assistance, and cultivate new formats.

Promote the application of advanced technologies

Through the application of advanced technologies such as 5G and big data, carry out intelligent transformation of traditional infrastructure, layout of intelligent transportation system, integrate the development of traditional infrastructure and new infrastructure, and gradually realize the intelligent perception, information sharing, and intelligent management of transportation tools.

Vigorously develop low-carbon transportation modes such as rail transit and water transportation. Promote the use of new energy and clean energy transportation tools such as urban buses, taxis, urban distribution, and car rentals, and vigorously develop new energy vehicle sharing and leasing platforms.

Promote the rapid development of railway ferries across the Qiongzhou Strait, shorten the time of crossing the strait as much as possible, improve access efficiency and service quality, and study the feasibility and economy of high-speed EMU ferries across the sea as needed. Research and explore the construction of a fast-access transportation equipment system with civil aircraft and fast carriers as the focus.

Development Goals

By 2025, the expressway ring island, Haikou and Sanya will be connected in 1.5 hours, and the "丰"-shaped ' ring expressway network will be basically formed; the number of berths of 10,000 tons and above in coastal ports will reach 80, and the "four directions and five ports" division of labor will be more perfect; a comprehensive airport system will be built with Haikou, Sanya, Qionghai and other airports as the core, and other airports and general airports as supplements.
