Ministry of Transport's "Opinions on Hainan Province's Pilot Project on Innovative Development of Ring Island Tourism Highways and Other Transportation Power Building Projects"

On August 26, the Ministry of Transport issued the "Opinions on Hainan Province's Pilot Work on Innovative Development of Ring Island Tourism Highways and Other Transportation Power Construction Projects", in principle agreeing that Hainan Province should carry out pilot projects in the innovative development of ring island tourism highways, high-quality development of "four good rural roads", highway mileage fees and deepening of investment and financing system reform, and construction of a free trade port shipping policy system. Hainan Province is required to strive to make breakthrough progress in the innovation of investment and financing models for the construction, management and maintenance of tourism highways, the application of the "four good rural roads" smart management system, mileage fee collection, highway investment and financing system reform, and the development of free trade port shipping services, and form a batch of advanced experience and typical results.

Key Points of Hainan Province's Pilot Tasks for the Construction of a Transportation Power

I. Innovative Development of Ring Island Tourism Highways

(I) Pilot Units.

(II) Pilot Contents.

Build coastal ring island tourism highways, innovate the implementation methods of transportation and tourism integration, innovate investment and financing models in accordance with laws and regulations, deploy "sea-friendly experience" facilities along the route that are rich in marine culture, improve the level of highway intelligence, and build a tourism sign system with local cultural characteristics. Handle the relationship between protection and construction and development well, and create "ecological roads, landscape roads, tourist roads, smart roads, and happy roads".

(III) Expected results.

Within 1 to 2 years, the main part of the island-circling tourist highway will be basically completed, the highway construction, management, maintenance and operation system will be basically sound, the construction, management, maintenance and investment and financing model of tourist highways will achieve innovative breakthroughs, and a "sea-friendly experience" facility layout plan will be formed along the route.

Within 3 to 5 years, the island-circling tourist highway will become a classic tourist attraction in the province, the development of the route will have a significant driving effect, the high-quality "sea-friendly experience" service capacity will be significantly enhanced, the passenger flow and the number of self-driving tours will increase significantly, and the tourism economic output along the route will increase significantly. A number of policy planning, standard specifications and other achievements will be formed in the construction, management and maintenance of the island-circling tourist highway, and a number of advanced experiences and typical achievements that can be replicated and promoted in the field of transportation and tourism integration will be formed.

II. High-quality development of "four good rural roads"

(I) Pilot units.

Improve the layout of the rural road network in the province, promote the quality upgrade of rural roads, improve the comprehensive law enforcement system and mechanism of rural roads, improve the management and maintenance level of rural roads, promote the application of the "Four Good Rural Roads" smart management system, carry out credit evaluation of rural road construction, management and maintenance, and promote the construction of rural road brands.

(III) Expected results.

Within 1 to 2 years, the layout of the rural road network will be continuously improved, the proportion of township government seats connected to secondary and tertiary roads will reach 50% and 80% respectively, 300 kilometers of village road life safety protection projects will be completed, and 200 dangerous bridges and flooded bridges will be renovated. The rights and responsibilities of rural road management and maintenance are clear, and the "road chief system" is fully established and effectively operated. The construction of "Beautiful Rural Roads" has been fully launched, the maintenance rate of rural roads has reached 100%, and the proportion of excellent and medium roads has reached more than 78%. The "Four Good Rural Roads" smart management system is fully operational.

Within 3 to 5 years, the high-quality development level of "Four Good Rural Roads" will be significantly improved, and the proportion of rural roads with grade roads will reach more than 95%, the proportion of township government seats with secondary and tertiary roads will reach 60% and 85% respectively, 1,500 kilometers of life safety protection projects will be completed, and 500 dangerous bridges and flooded bridges will be renovated. The regular maintenance rates of county, township and village roads will reach 100%, 70% and 60% respectively, the implementation rate of maintenance projects will not be less than 5%, and the rate of excellent and medium roads will reach more than 80%. The service and emergency guarantee capabilities of rural roads will be comprehensively improved, and a number of advanced experiences and typical achievements that can be replicated and promoted will be formed in the field of rural road construction, management, maintenance and transportation.

III. Highway mileage fees and deepening investment and financing system reform

(I) Pilot units.

(II) Pilot content

Improve the system of Hainan highway mileage fee reform, build a differentiated rate system for mileage fees, promote mileage fee legislation, build Hainan mileage fee operation and management center, build a mileage fee operation and management platform, improve the mileage fee travel credit inspection system, develop an intelligent decision support system, and deepen the Hainan highway investment and financing system reform based on mileage fees, etc.

(III) Expected results.

Within 1 to 2 years, complete the formulation and approval of the overall plan for mileage fees and Hainan highway investment and financing mechanism reform, the differentiated rate system plan and the mileage fee collection management regulations, complete the mileage fee operation and management platform research and development, terminal development and standardization formulation, etc. Basically complete the installation of Beidou vehicle-mounted equipment and road test implementation equipment for automobiles throughout the province, and the mileage fee reform will be fully implemented.

Within 3 to 5 years, gain experience in the exploration of policies, technologies and models for highway mileage fee reform, significantly enhance the mileage fee's ability to support highway construction in the province, improve the transportation tax and fee system, and initially establish a new highway investment and financing system based on mileage fees, etc.

IV. Construction of the Free Trade Port Shipping Policy System

(I) Pilot units

Hainan Provincial Department of Transportation, Yangpu Economic Development Zone Transportation and Ocean Bureau, Ministry of Transport Water Transport Research Institute.

(II) Pilot content.

Research and introduce preferential tax policies and incentive policies for the shipping industry in Hainan Free Trade Port. Innovate government service methods and improve the supporting service system for shipping. Develop the free trade port shipping service industry and build a bonded oil supply center for Yangpu Port.

(III) Expected results.

Within 1 to 2 years, the international ship registration system will be further improved, and the free trade port international ship registration center will be built. The supporting tax policies for shipping, such as "zero tariff" vehicles and yachts, ship export tax rebates, and port of departure tax rebates, will be further implemented. Incentive and support policies for the shipping industry will be introduced, and the number of registered ships in "China Yangpu Port" will reach more than 40, and the container throughput of Yangpu Port will exceed 2 million TEUs.

Within 3 to 5 years, the competitiveness of the "China Yangpu Port" ship registry port will be significantly enhanced, and the number of registered ships will reach 100. More than five large-scale shipping and logistics companies have settled in Yangpu or established regional headquarters, more than 30 international routes have been opened, and the container throughput of Yangpu Port has exceeded 5 million TEUs. A bonded oil supply center for Yangpu Port has been built. The supporting policy service system for the free trade port's shipping has been improved, the agglomeration effect of international shipping elements and resources has been obvious, the level of openness and international influence of the shipping service industry has been significantly improved, and a number of advanced experiences and typical achievements that can be replicated and promoted have been formed in the construction and development of the free trade port.
