In June this year, the Hainan Provincial Department of Science and Technology issued the "Interim Measures for the Management of Hainan Province's High-tech Enterprise Cultivation Bank" to further strengthen the cultivation of high-tech enterprises and promote the development of high-tech industries. The measures will be implemented from July 29 this year.
Support policy:
The Provincial Department of Science and Technology will provide R&D funding subsidies to the listed enterprises within the fiscal budget of the year, based on the R&D investment and enterprise scale of the listed enterprises. The subsidy amount is: no more than 25% of the annual increase in the enterprise's R&D funds, and the maximum is no more than 500,000 yuan. The R&D funds are based on the "deductible R&D expenses" in the corporate income tax return.
Entry conditions:
☆ Registered in Hainan Province, established for more than one year and never recognized as a high-tech enterprise.
☆ The enterprise obtains the ownership of intellectual property rights that play a core supporting role in the technology of its main products (services) through independent research and development, assignment, donation, merger and acquisition, etc.
☆ The technology that plays a core supporting role in the main products (services) of the enterprise belongs to the scope of the "National Key High-tech Fields".
☆ The proportion of scientific and technological personnel engaged in R&D and related technological innovation activities in the enterprise to the total number of employees in the enterprise that year is not less than 10%.
☆The proportion of the total R&D expenses of the enterprise in the last three fiscal years (the actual operating period is calculated based on the actual operating time if it is less than three years, the same below) to the total sales revenue in the same period meets the following requirements: for enterprises with sales revenue less than RMB 50 million (inclusive) in the most recent year, the proportion shall not be less than 5%; for enterprises with sales revenue between RMB 50 million and RMB 200 million (inclusive) in the most recent year, the proportion shall not be less than 4%; for enterprises with sales revenue of more than RMB 200 million in the most recent year, the proportion shall not be less than 3%. Among them, the proportion of the total R&D expenses incurred by the enterprise in China to the total R&D expenses shall not be less than 60%.
☆The proportion of the revenue of high-tech products (services) in the most recent year to the total revenue of the enterprise in the same period shall not be less than 60%.
☆No major safety, quality accidents or serious environmental violations occurred in the enterprise in the year before the application for certification.
☆Not included in the list of abnormal operations and the list of seriously illegal and dishonest enterprises.
☆According to the evaluation standards for enterprise innovation capabilities in the "Guidelines for the Management of High-tech Enterprise Certification", enterprises with a comprehensive score of 55 to 70 points (including 70 points and excluding 55 points) can be included in the database.
Procedure for admission:
☆ Enterprises applying for admission should apply for high-tech enterprise certification in the same year, and submit applications for admission to the Hainan High-tech Enterprise Cultivation Bank according to the notification requirements of the Provincial Department of Science and Technology. The Provincial Department of Science and Technology will determine the enterprises that meet the admission conditions based on the high-tech enterprise certification and review.
☆ The Provincial Department of Science and Technology will review and consider the enterprises that meet the admission conditions as the proposed admission enterprises.
☆ The Provincial Department of Science and Technology will publicize the proposed admission enterprises online for a period of 5 days.
☆ The Provincial Department of Science and Technology will issue admission notices and implement dynamic management.
