Management Measures for the Recognition of Provincial Industrial Innovation Service Complexes in Hainan Province (Trial)

Chapter I General Provisions

Article 1 In order to implement the spirit of the "Overall Plan for the Construction of Hainan Free Trade Port" and the "Three-Year Action Plan for Hainan Province to Win the Technological Innovation Turnaround with Extraordinary Means (2021-2023)", implement the innovation-driven development strategy in depth, and promote the construction of Hainan Provincial Industrial Innovation Service Complex (hereinafter referred to as the Complex) at a high level, this Measures are specially formulated.

Article 2 The complex is a new type of carrier that focuses on the transformation of scientific and technological achievements, improves the innovation service capabilities of the industrial chain, and promotes the innovative development of industrial clusters. It integrates research and development, creative design, pilot services, achievement promotion, entrepreneurship incubation, exhibition display, inspection and testing, standard consultation, talent introduction and other innovative resource elements. It is an industrial innovation public technology service platform that provides full-chain innovation services for science and technology enterprises.

Article 3 The complex shall follow the regional layout of high-tech industries in the province, adhere to the principle of municipal and county governments taking the lead, key parks as the main body, and enterprises, universities, scientific research institutes and professional institutions participating together, and cultivate and build a number of complexes with complete functions, reasonable layout and comprehensive services.

Article 4 The construction of the complex shall be built in accordance with the "one park, one institute and one fund" model, relying on a key industrial park, introducing a number of well-known domestic and foreign research institutes to set up branches, attracting a number of venture capital funds to settle in and form a venture capital fund group, promoting the integration of industrial chain, innovation chain and capital chain, and effectively promoting the development of industrial clusters.

Article 5 Establish a work promotion mechanism for provincial, municipal and county linkage. Provincial science and technology management departments shall play a coordinating role, take the lead in overall work, and be responsible for the overall layout, application and certification, assessment and evaluation of the complex; municipal and county governments shall be responsible for coordinating the organization and leadership of the complex in their jurisdiction, establishing a working mechanism, and issuing support policies; key parks shall be responsible for the specific construction and service management of the complex.

Chapter II Main Tasks and Application Conditions

Article 6 Main Tasks. The complex shall focus on the construction of functional modules in terms of technology innovation system, collaborative innovation system, public service system, incubation and nurturing system, science and technology financial service system, and industrial innovation ecosystem:

(I) Build a technology innovation system. Gather high-end innovation resources at home and abroad, focus on the innovation needs of key industries, introduce a number of well-known scientific research institutes at home and abroad to set up branches, cultivate and build various innovation carriers such as joint laboratories, technology innovation centers, pilot bases, and industrial Internet platform application innovation experience centers, provide services for the research and development of common technologies and core key technologies in the industry, and enhance the technical support for the innovation and development of the industry.

(II) Establish a collaborative innovation system of government, industry, academia, research and application. Establish a collaborative innovation system guided by the government, with enterprises as the main body, and participated by universities, scientific research institutes, industry associations and professional institutions. Establish a division of labor and cooperation relationship between large, medium, small and micro enterprises within the industrial cluster, with industry leading enterprises and high-tech enterprises as the main body, integrate innovation resources, establish a benefit distribution chain and share knowledge, information, technology and other aspects. Use the Internet platform to break the geographical and spatial conditions, promote the development of services such as crowd innovation, crowd sourcing, crowd support and crowdfunding, and build a cross-regional online and offline collaborative innovation network.

(III) Create an industrial innovation public service system. Focus on the full chain of industrial services, build an industrial innovation public service platform, provide small and medium-sized enterprises with innovative design, inspection and testing, measurement and testing, trademark brand cultivation, standard setting, certification consulting, personnel training, risk warning, quality and technical consulting and other services, strengthen the open sharing of scientific and technological resources, and reduce the innovation and entrepreneurship costs of small and medium-sized enterprises.

(IV) Cultivate an innovation and entrepreneurship incubation system. Give full play to the role of industrial stock space resources, rely on the main body of park construction, leading enterprises, scientific research institutions, etc. to build a number of accelerators, business incubators, crowd innovation spaces and other innovation and entrepreneurship carriers, and establish a technology-based small and micro enterprise incubation system that combines innovation and entrepreneurship, online and offline, incubation and investment, and integrates display, trading, incubation, sharing and service.

(V) Build a science and technology financial service system. Innovate the way of science and technology investment, guide market-oriented venture capital institutions to settle in and form a venture capital fund group, actively participate in the transfer, transformation and industrialization of scientific and technological achievements, and provide differentiated financial services for industrial innovation.

(VI) Build an industrial innovation ecosystem. Highlight the main position of enterprise innovation, strengthen the guiding role of the government, gather innovation elements such as capital, technology, talents, and policies, and build an open, shared, collaborative, and win-win industrial ecosystem for the government, enterprises, universities, research institutes, industry associations, financial institutions, intermediary institutions, etc., enhance the competitive advantages of the leading industries, and cultivate innovative industrial clusters.

Article 7 Application conditions. The application for the construction of a complex should generally meet the following basic conditions:

(I) The complex is built on the basis of a provincial key park with conditions and willingness. The industry served by the complex is large in scale and high in agglomeration, in line with the development direction of high-tech enterprises, and the industry has strong technological innovation capabilities, industrial supporting capabilities, and market competitiveness.

(II) The provincial key park where it is located can provide a physical space for the complex where innovation elements are relatively concentrated, and the area is generally not less than 2,000 square meters.

(III) Key parks should introduce or rely on specialized R&D service institutions in key parks and establish independent legal entities to apply for and operate complexes. The operating institutions have a good working foundation in public innovation and services in the industry and have market-oriented operation management and service capabilities.

(IV) Key parks should introduce a number of well-known domestic and foreign scientific research institutes, several venture capital institutions, and specialized service institutions such as inspection and testing, standard information, entrepreneurship incubation, and intellectual property for key industries. The complex can provide enterprises with a full-process innovation integrated service integrating R&D, design, inspection and testing, metrology and testing, science and technology finance, talent training, and technology market.

(V) The municipal and county governments and park management agencies where the parks are located should provide stable early operation service funding guarantees for the complex.

Chapter III Application and Recognition

Article 8 The application of the complex shall be implemented in a year-round acceptance manner. For complexes that meet the application conditions, the construction entity shall prepare the application form, construction plan and other application materials of the complex, and apply to the science and technology management departments of the cities and counties under its jurisdiction after review by the management agencies of each park.

Article 9 Recognition procedures.

(I) Preliminary review. The municipal and county science and technology management departments shall conduct a preliminary review of the applicants’ materials. If they meet the requirements, they shall be reported to the municipal and county governments for review and approval, and then recommended to the Provincial Department of Science and Technology on a merit basis.

(II) Review. The Provincial Department of Science and Technology shall organize experts to review the complex and conduct on-site inspections.

(III) Recognition. The Provincial Department of Science and Technology shall determine the recognition opinion of the complex based on the expert review opinions. The recognition conclusion is: agree to establish or disagree to establish. After public announcement without objection, the complex agreed to be established shall be recognized by the Provincial Department of Science and Technology and named as “Hainan Province XXX Industry Innovation Service Complex”, which shall be valid for 3 years.

Chapter IV Management Supervision

Article 10 Performance Evaluation. The Provincial Department of Science and Technology shall be responsible for organizing the performance appraisal of the complex, which shall be carried out every three years. The appraisal results are divided into “excellent, qualified, and unqualified”. Those who fail the appraisal shall make rectification within a time limit, and those who still fail the appraisal shall be delisted and shall not apply again within 5 years.

The municipal and county science and technology management departments shall accept and conduct a preliminary review of the appraisal materials of the applicants, and then submit them to the Provincial Department of Science and Technology for appraisal.

Article 11 Annual Report. Establish an annual report system for complexes, and the municipal and county science and technology management departments shall organize the annual summary and statistics of the complexes in the region. And file it with the Provincial Department of Science and Technology.

Chapter V Funding Support and Use

Article 12 For those identified as provincial-level industrial innovation service complexes, according to Article 19 of the Main Tasks of the Three-Year Action Plan for Hainan Province to Win the Battle of Scientific and Technological Innovation with Extraordinary Means (2021-2023), the provincial, municipal and county finances shall give each company a one-time reward of no more than 5 million yuan in a 5:5 ratio.

Article 13 Financial funds are mainly used to improve the innovation service capabilities of the complex, and shall not be used for the construction expenditure of facilities such as buildings and halls, or for employee wages, welfare, rewards, etc. It shall not be used for various fines, donations, sponsorships, investments, and various compensation fees, liquidated damages, late payment fees, etc.

Chapter VI Others

Article 14 If the complex encounters important adjustments such as changes in the construction and operation unit during operation, the park shall apply to the local science and technology department, and after the municipal and county governments review and agree, it shall be reported in writing to the Provincial Department of Science and Technology for approval before implementation.

Article 15 encourages the park to seriously summarize the experience of complex construction, actively explore new construction and operation mechanisms based on the creation practices of government guidance and promotion, public platform improvement, leading enterprise drive, and multi-subject collaboration, and timely summarize successful practices to provide experience for the whole province.

Chapter VII Supplementary Provisions

Article 16 This measure shall come into effect on October 7, 2021 and shall be valid for 3 years. The Provincial Department of Science and Technology shall be responsible for interpreting this measure.
