Hainan International Design Island Demonstration Base Management Measures (Trial) issued by the Provincial Department of Industry and Information Technology

The Overall Plan for the Construction of Hainan Free Trade Port, published on June 1, 2020, proposed to build Hainan International Design Island.
Recently, Hainan issued the "Management Measures for Hainan International Design Island Demonstration Base (Trial)" to accelerate the construction of Hainan International Design Island and encourage the development of Hainan's design industry.

The scope of Hainan International Design Island Demonstration Base certification refers to the national discipline classification of the design industry, and plaques and certificates are awarded according to the operational design industry demonstration base and the cultural heritage design demonstration base.

Basic conditions for applying for demonstration bases

◈ There are fixed places for operation, display, teaching and training, and trading in Hainan Province. (The operating area of ​​the operating base should be 3,000 square meters or more, and the area of ​​the cultural heritage base should be 200 square meters or more)
◈ The operating base must have international elements, and foreign design companies, teams, workstations (points) and foreign designers must be settled in and actually carry out international business. The cultural heritage base must have 2 or more representative inheritors of intangible cultural heritage at or above the county level to participate in the operation and management.
◈ The demonstration base should generally be established for 2 years or more, and have a relatively stable and certain number of creative designers throughout the year, engaged in related design, operation, teaching and training activities.
◈ For industrial design centers, industrial design institutes, design companies, professional institutions or well-known design expert teams in the industry with performance support that have newly settled in Hainan and have a great influence in the same industry at home and abroad, there is no restriction on the establishment time.

Application procedures for demonstration bases

◈ Submission of application: The applicant shall apply to the local industrial and information technology department on its own.

◈ Preliminary inspection: The local industrial and information technology department shall, together with relevant industry departments, conduct on-site inspections of the applicants, review the application content, and form inspection opinions. If they meet the application conditions, they shall be submitted to the Provincial Department of Industry and Information Technology.

◈ Selection and review: The Provincial Department of Industry and Information Technology shall, together with relevant provincial departments, organize industry experts to conduct reviews and form review opinions.

◈ Public announcement and awarding: The Provincial Department of Industry and Information Technology shall select the best list of demonstration bases based on the review opinions and publish them on the website of the Provincial Department of Industry and Information Technology for 10 working days. If there is no objection after the public notice period, the plaque and certificate of "Hainan International Design Island Demonstration Base (XX Category)" will be issued.
