Recently, with the approval of the provincial government, the Hainan Provincial Department of Industry and Information Technology issued the "Hainan International Design Island Industrial Development Plan" (← click to view the full text, hereinafter referred to as the "Plan"), aiming to further accelerate the construction of Hainan International Design Island.

The "Overall Plan for the Construction of Hainan Free Trade Port" clearly proposed "building Hainan International Design Island" and expanding the opening up of professional services. The release of the "Hainan International Design Island Industrial Development Plan" is of great significance for consolidating the foundation for high-quality development of Hainan's design industry and promoting the construction of Hainan International Design Island in a coordinated manner.

The main content of the "Plan" can be summarized as "1234":
★ "1" refers to a main line, that is, deepening open cooperation and promoting high-quality development.
★ "2" refers to the two major driving forces of institutional innovation and technological innovation.
★ "3" refers to relying on Hainan's location advantages, resource advantages and policy advantages to promote the intensive, characteristic, branded and integrated development of the design industry.
★ "4" refers to building a design industry system led by the four major design industries of cultural tourism creative design, architectural and environmental design, industrial design, and digital creative design, and strive to create an international design island with a high degree of international recognition and influence.

Specific goals
According to the promotion plan of "laying the foundation in 3 years, stepping up in 5 years, and making a big leap in 15 years", the "Plan" sets short-term, medium-term and long-term development goals in four dimensions: industrial scale, innovation ecology, platform construction and international influence.
★ By 2023: the total output of the design industry will reach 11 billion yuan, gathering more than 70 design companies above a certain scale, and more than 9,000 design practitioners; basically build a framework for the development of the design industry, explore a development model and operation mechanism suitable for Hainan's design industry, Haikou, Sanya and other places will take the lead in creating more than 2 innovative design demonstration projects, cultivate and build more than 1 design public service platform, and significantly improve the ability to gather design industry development elements and resources, laying a solid foundation for the comprehensive promotion of Hainan International Design Island construction.
★ By 2025: The total output of the design industry will reach 15 billion yuan, with more than 90 design enterprises above designated size and more than 12,000 design practitioners; with the development concept of industrial-city integration, more than 3 new design industry clusters integrating innovation, R&D, design and office will be built; more than 2 national industrial design centers and 1 national industrial design institute with Hainan characteristics will be applied for, and a design innovation ecosystem with Hainan characteristics will be basically formed, and the "Hainan Design" brand will be established internationally, and the agglomeration and scale development of Hainan's design industry will reach a new level.
★ By 2035: The total output of the design industry will exceed 100 billion yuan, with more than 400 design enterprises above designated size and more than 50,000 design practitioners; the support system for the development of the design industry will be sound and complete, and the fair and orderly competition system will be mature and complete, forming a design ecosystem with international reputation; creating an internationally renowned design capital, and forming more than 3 international cutting-edge design cities with outstanding characteristics and strong comprehensive strength, which will play an important leading and driving role in the global design industry.

Design industry system
Based on the industrial selection principle of "basicity, feasibility, and complementarity", combined with the industrial positioning, support policies, resource endowment, industrial development status, regional coordinated development and other factors of Hainan International Design Island, it is finally determined to build a "CAID" (composed of the first letters of the four industries in English) design industry system with the four major design industries of cultural tourism creative design, architectural and environmental design, industrial design, and digital creative design as the leader.
★ Cultural tourism creative design: relying on key parks such as Sanya Yazhou Bay Science and Technology City and Haikou Future Industrial Park, aiming at the diversified tourism consumption needs of consumers, deeply exploring Hainan's culture and characteristic resources, focusing on the design of cultural and creative products and tourism derivatives, innovating cultural tourism development models and formats, developing and designing innovative and personalized cultural tourism derivatives, and promoting Hainan's cultural tourism industry to develop in a high-quality direction.
★ Architecture and environmental design: focusing on the three major fields of architectural and engineering design, planning and urban and rural design, and landscape design, actively carry out innovative applications of architectural and environmental design, promote integration with urban landscape construction, and gradually form a characteristic architectural and environmental design industry ecology to help the development of Hainan's design industry.
★ Industrial design: Focus on the layout of equipment, consumer goods and other products, cultivate and develop fashion consumer product design, cruise yacht design, high-end equipment design, automotive industrial design and integrated circuit design, lead the transformation and upgrading of industrial design to high-end, intelligent and integrated, and strive to create an industrial design industry cluster with international advanced level.
★ Digital creative design: Relying on key digital creative industry parks such as Mission Hills Tourism Park, Haikou Fuxing City Internet Information Industry Park and Hainan Ecological Software Park, focus on the development of film and television design, animation and game design, and enhance the international influence of the digital creative design industry of the International Design Island.

Work deployment
In order to promote the high-quality development of the design industry, the "Plan" has made arrangements in six aspects: increasing the intensity of talent introduction and training, laying a solid foundation for design basic research, promoting the construction of design carriers, improving public service capabilities, creating a new "design '" business model and deepening opening up and cooperation.
★ Increase the intensity of talent introduction and training: Build a talent highland. Implement a more open talent introduction mechanism, create a high-quality talent training system, and accelerate the establishment of an education system and talent training model that is conducive to the growth of design talents.
★ Lay a solid foundation for design research: Build an innovation system. Improve the technological innovation capabilities of enterprises, strengthen the research on key common technologies and basic theories of design, accelerate the construction of industrial design innovation platforms, and improve the support system for the innovative development of the design industry.
