This plan is formulated to fully implement the spirit of the 20th CPC National Congress and the Second and Third Plenary Sessions of the 20th CPC Central Committee, thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on developing the marine economy and promoting the construction of a strong maritime nation, promote high-quality development of the marine economy around the goal of "striving for strength in the sea", and accelerate the realization of the goal of recreating a "maritime Hainan".
1. General requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement General Secretary Xi Jinping's important expositions on the development of new productivity and the strategy of a strong maritime nation, fully implement General Secretary Xi Jinping's series of important speeches and instructions on Hainan's work, fully, accurately and comprehensively implement the new development concept, anchor the strategic framework of "one base, three bases, four beams and eight pillars", adhere to planning guidance, innovation-driven, ecological priority, open cooperation, accelerate the construction of a modern marine industrial system, focus on improving total factor productivity, develop the marine economy with high quality, and promote the construction of a strong maritime province. On the basis that the marine GDP accounts for 33.8% of the province's GDP in 2023, the proportion of marine GDP will steadily increase to 40% by 2026, laying a solid foundation for the goal of breaking through 600 billion yuan and 1 trillion yuan in the province's marine GDP in 2030 and 2035 respectively; the marine science and technology innovation capabilities will be significantly enhanced, the upgrading of marine industries will be accelerated, and the benefits of marine resource development and utilization will be significantly improved, making it an important practice site for new quality productivity in the national marine field and an important source of deep-sea science and technology innovation.
2. Key tasks
(I) Cultivate and expand emerging marine industries
1. Accelerate the increase of deep-sea oil and gas reserves and production. Comprehensively carry out surveys and evaluations of conventional and unconventional oil and gas resources, and conduct potential evaluations of "multi-gas co-production and multi-energy utilization" in key areas. Accelerate the establishment of underwater development technology systems and production systems for deep-sea oil and gas fields. Encourage and attract large oil and gas companies to set up subsidiaries in Hainan, and encourage provincial state-owned enterprises to participate in deep-sea oil and gas exploration and development. Accelerate the production trial production of natural gas hydrates in key sea areas. Based on carbon-rich natural gas and natural gas hydrate resources, we will expand the marine clean energy industry, extend the marine chemical industry chain, and drive the development of the marine engineering equipment industry. We will plan major projects such as carbon capture of carbon-rich natural gas on offshore platforms and green hydrogen production of alcohol and ammonia. We will focus on promoting the full production of Lingshui 17-2 gas field, continue to promote the construction of Lingshui 25-1 gas field, and increase the development and utilization of gas fields such as Kuailedong 10-1. We will actively promote the construction of marine oil and gas service and support bases. We will focus on building the Haikou Marine Oil and Gas Exploration and Development Command Center and actively promote the construction of the Chengmai Oil and Gas Exploration and Production Service Base.
2. Expand the marine new energy industry. We will focus on developing the offshore wind power industry chain. We will promote a number of offshore wind power hydrogen production and alcohol production and refueling integrated demonstration projects, and build green hydrogen production, storage, transportation and utilization demonstration parks in Danzhou and other places. We will support the construction of an offshore wind power support and support center in Sanya Yazhou Bay Science and Technology City. We will implement wave energy demonstration and application projects, promote the research and development of marine temperature difference energy power generation devices, and encourage the exploration of seawater uranium extraction technology research and development. Support the integrated development of marine new energy and marine industry in multiple formats, and explore the construction of multi-energy complementary systems and demonstration power stations.
3. Develop the marine engineering equipment industry with characteristics. Promote the construction of offshore wind power equipment manufacturing bases in Danzhou Yangpu, Dongfang and Lingao, accelerate the introduction of supporting product manufacturing companies such as blades, towers, and submarine cables, and orderly expand the overseas market for wind power equipment. Relying on the Chengmai oil and gas exploration and production service base, establish and improve the assembly and testing capabilities of deep-sea oil and gas equipment, and promote the local manufacturing of high-value-added oil service products such as underwater oil trees. Develop new energy power yacht products, accelerate the construction and production of key yacht manufacturing projects, and form repair and manufacturing capabilities that meet the needs of Hainan's yacht consumer market. Accelerate the localization of the production of the National Marine Comprehensive Test Field (Deep Sea) and the Comprehensive Prevention and Control of Marine Disasters. Promote the development and application of seawater desalination technology and equipment.
4. Make the marine biological manufacturing industry more refined. Give full play to the policy advantages of Hainan Free Trade Port, such as the drug marketing authorization holder system, and promote the research and development, pilot and implementation of marine biopharmaceutical products in Haikou, Sanya, Qionghai and other places. Build pilot incubation platforms for marine biomanufacturing in Haikou, Danzhou, Chengmai and other places, and enrich the types of marine biomanufacturing products in industries such as functional foods, daily chemicals, and microbial preparations. Develop marine bio-based materials in Danzhou and other places, and use marine resources such as cyanobacteria and red algae to manufacture materials such as polylactic acid and carrageenan fibers.
5. Improve the modern marine service industry. Build the Hainan International Shipping Trading Center with high standards, create a shipping index supplier with international influence, develop spot trading and information services for shipping elements such as ships and routes, strengthen linkage with the Shanghai Shipping Exchange, strengthen shipping finance supply, and explore international business in a timely manner. Formulate and implement a five-year action plan for the development of the Hainan Free Trade Port crew comprehensive service industry, and develop international seafarer labor business. Improve the level of modern shipping services such as shipping finance, shipping insurance, and maritime arbitration. Consolidate and enhance the competitive advantages of the modern marine service industry, and support cities, counties and industrial parks with conditions to build a market for marine professional technical services. Strive to significantly improve the service level of maritime and marine finance by 2026.
(II) Enhance traditional marine advantageous industries
6. Promote the improvement of quality and efficiency of marine fishery and aquatic product processing industries. Expand deep-sea aquaculture, optimize the layout of gravity-type deep-water cage aquaculture, actively develop large-scale truss equipment aquaculture, encourage investment and construction of aquaculture vessels, and strive to create a national marine ranch demonstration zone. Build a national fishing port economic zone with high standards, and focus on cultivating diversified business formats such as southern breeding, deep processing, distribution trade, fishing travel and leisure. Promote the transformation of concentrated and contiguous aquaculture areas and vigorously develop factory aquaculture. Explore the markets in the United States, Africa, Europe and Southeast Asia, and strive to create marine regional public brands and foreign trade private brands.
7. Improve the quality of development of marine tourism and cultural industries. Introduce high-quality international coastal vacation tourism projects, create boutique island tourism routes, develop yacht and cruise tourism, and promote the China-ASEAN (Hainan) cruise tourism interconnection demonstration project. Do a good job in "marine tourism '", based on local marine cultural resources such as Genglubu navigation culture, Tanka culture, farming and fishing culture, and develop characteristic cultural and tourism products. Support the construction and opening of projects related to deep-sea archaeology and underwater cultural heritage protection and utilization on the northwest continental slope, and build a marine cultural research base. Develop marine sports tourism, build marine sports tourism bases such as sailing and windsurfing bases and surfing towns. Support the development of new formats such as marine smart tourism and low-altitude tourism at sea.
8. Promote the intelligent green transformation and upgrading of the marine transportation industry. Accelerate the construction of the Qiongzhou Strait Grand Channel, vigorously develop international container routes, and focus on promoting the expansion of the Yangpu Regional International Container Hub Port. Carry out intelligent transformation of shipping infrastructure in important ports such as Yangpu Port, study and promote the construction and transformation of a new generation of automated terminal yards, electronicization of port operations and port logistics documents, and enhance the refueling and charging (replacement) supply service guarantee capabilities of LNG, biodiesel, methanol, etc. Develop port-based industries such as petrochemicals, wind power, and prefabricated buildings.
9. Extend the marine chemical industry chain. Relying on the Yangpu Economic Development Zone and the Oriental Port-based Industrial Park, promote the extension of the industrial chain from chemical raw materials to high-end materials such as carbon fiber and degradable plastics, and build a petrochemical new materials industry base. Taking advantage of the marine natural gas resource endowment, develop urea, methanol and other fine chemical products, and promote the upgrading of fertilizer product structure and quality. Develop high-efficiency extraction and high-value deep processing industries of concentrated seawater, and develop sea salt health products.
(III) Advance layout of future marine industries
10. Explore and develop deep-sea resources. Conduct exploration and survey of deep-sea organisms, deep-sea minerals and other resources. Cultivate and develop deep seawater utilization industries, and plan to carry out deep-sea mineral exploration and development and environmental impact assessment. Support Sanya in building a deep-sea resource sharing platform, and accelerate the construction of the Deep Blue Ocean Deep Water Complex-Marine High-tech Industrial Base Project.
11. Cultivate and develop polar industries. Implement the Sanya Nanshan Port Public Scientific Expedition Wharf Project and the Nanshan Port Scientific Expedition Service System Phase II Project. Actively participate in the investigation and research of marine microbial genetic resources, species resources, and information resources, and form a certain professional technical service capability. Strive to introduce and cultivate a group of advantageous enterprises in the polar field by 2026, and achieve breakthroughs in the industrialization of technological achievements.
(IV) Enhance marine science and technology innovation capabilities
12. Build a high-level marine science and technology innovation platform system. Focusing on building an important source of deep-sea science and technology innovation, relying on the construction of Sanya Yazhou Bay Science and Technology City, accelerate the gathering of domestic and foreign deep-sea innovation resources, layout of scientific research infrastructure, and build a high-level deep-sea science and technology innovation carrier platform. Accelerate the construction and operation of the National Marine Comprehensive Test Field (Deep Sea), Hainan Marine Geology Science and Technology Culture Innovation Center, etc., and strive to plan large marine scientific facilities. Build industrial innovation platforms in key areas such as deep-sea oil and gas, marine fisheries, marine new energy, and marine biomanufacturing. Focus on the layout of "smart ocean" new infrastructure, integrate data resources to create a marine science and technology innovation data support platform.
13. Strengthen scientific and technological research and achievement transformation. Aiming at major national strategic needs, focus on deep-sea, green, safe and other marine high-tech fields, and concentrate on frontier-oriented basic research and applied basic research. Concentrate resources and strength to break through a number of key technologies and equipment that restrict the development of deep-sea industry. Promote the pilot reform of granting scientific research personnel ownership or long-term use rights of their official scientific and technological achievements, carry out the pilot of separate management of official scientific and technological achievements, and introduce measures to increase the proportion of scientific research personnel's achievement transformation income distribution and the premium subsidy for the first set of marine equipment and the first batch of materials. Strengthen the construction of achievement transformation platforms such as marine technology transfer and transformation centers and marine scientific and technological achievements trading centers, and create efficient transfer and transformation service carriers for marine scientific and technological achievements.
14. Strengthen the main position of enterprises in innovation. Actively introduce deep-sea technology enterprises, support Sanya Yazhou Bay Science and Technology City to establish a deep-sea science and technology innovation alliance and professional consortium covering all entities of production, education, research and application, and build a marine science and technology innovation service system. Formulate a guidance catalogue to encourage enterprise research and development in the marine field, and focus on supporting enterprises to carry out research and development of basic technologies, cutting-edge technologies and key technologies in the deep-sea field. Carry out the echelon cultivation of high-quality innovative enterprises such as marine high-tech enterprises, technology-based small and medium-sized enterprises, and specialized and new enterprises.
15. Promote the cultivation of applied talents in the marine industry and the gathering of marine science and technology talents. Strengthen the construction of talent carriers such as academician workstations and postdoctoral workstations in the marine field, and actively introduce high-tech talents and high-level innovation and entrepreneurship teams in the marine field. Support marine-related colleges and vocational schools to strengthen cooperation with key domestic and foreign colleges, research institutes and enterprises, and "customize" the training of high-level marine science and technology talents and scarce professional skills talents through joint schooling and the construction of marine-related vocational education bases.
(V) Promote the green development of the marine economy
16. Strengthen the protection of the marine ecological environment. Deeply implement the main functional area strategy, optimize the pattern of land space development and protection, and strengthen the management and control of marine and coastal land space. Improve the marine ecological early warning and monitoring system, establish a three-dimensional and comprehensive marine supervision network, and strengthen comprehensive marine law enforcement; do a good job in pollution prevention and control, ecological protection and restoration, and beach environment improvement in coastal waters, strengthen the protection of typical ecosystems and biodiversity such as mangroves, and build a solid barrier for ecological and environmental protection and governance in the development of marine resources; solidly promote the construction of peaceful islands and beautiful bays; and innovate the value realization mechanism of marine ecological products.
17. Promote the green transformation and upgrading of the marine economy. Strengthen the innovation and application of marine green technologies, accelerate the green transformation of development methods, and promote the development of marine industries in the direction of high-end, intelligent, and green. Plan to build green and low-carbon port industrial parks in Yangpu, Dongfang, Lingao and other places in Danzhou to promote green and low-carbon energy production and consumption. Strengthen the development and utilization of marine carbon sinks, carry out carbon sink pilot projects in an orderly manner, build Hainan International Blue Carbon Research Center and Hainan International Carbon Emissions Trading Center at a high level, and deepen the research on blue carbon standard system and trading mechanism.
(VI) Promote the opening and cooperation of marine economy
18. Serve major national regional strategies. Increase cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area and the Beibu Gulf region, strengthen the joint development of marine resources, coordinated protection of marine ecological environment, and comprehensive marine management cooperation across the Qiongzhou Strait, strengthen cooperation in key industries such as marine oil and gas, marine fisheries, marine engineering equipment, and offshore wind power, and promote regional linkage development.
19. Integrate into the construction of the Maritime Silk Road. Make full use of free trade agreements such as the Regional Comprehensive Economic Partnership Agreement (RCEP) to open up new space for the development of blue economic cooperation, encourage enterprises to expand overseas business, and strengthen cooperation with ASEAN and other countries along the route in the fields of sea and land transportation infrastructure construction, energy resource development and utilization, marine science and technology, maritime search and rescue, and seafarer services.
20. Participate in global ocean governance. Strengthen exchanges and cooperation in international marine affairs, introduce international marine affairs institutions to Hainan, implement the international big science plan of negative marine emissions in the United Nations Decade of Ocean Science for Sustainable Development, and build the South China Sea Regional Tsunami Warning Center (Hainan). Organize the Boao Forum for Asia South China Sea Forum, Ocean Cooperation and Governance Forum and other activities with high quality.
(VII) Improve the marine economic governance system
21. Improve the marine survey and monitoring management system. Prepare marine survey and monitoring plans, study and formulate marine survey and monitoring management regulations and systems, establish and improve the comprehensive management and coordination mechanism of marine survey and monitoring, and standardize marine survey and monitoring activities. Build a marine disaster monitoring and early warning system and a comprehensive marine three-dimensional observation network, and conduct surveys and monitoring of the background status of marine resources, ecological environment and disaster risks. Establish and improve the provincial marine survey and monitoring standard measurement and quality control system, revise and improve the marine survey and monitoring data and results submission management system, encourage the secondary development of survey and monitoring data, and improve the level of transformation and application of survey and monitoring results.
22. Strengthen the supply of marine systems. Promote the formulation of Hainan Province's Marine Economic Promotion Regulations in line with international rules and practices. Carry out research on marine economic space development planning and special planning, study and formulate Hainan Province's marine space utilization management regulations, and coordinate the layout of major infrastructure with ports as the focus and major production facilities with marine oil and gas, offshore wind power, and deep-sea aquaculture as the focus. Strengthen the coordination of land and sea main functions and spatial functions, strengthen the spatial integration of port resources and the three-dimensional layered use of sea areas, and fully implement the coastal zone building setback line system. Adhere to strict management and control of reclamation, and explore the management mechanism of existing reclamation that connects with land use.
23. Integrate and gather advantageous marine resources. Give full play to the functions and roles of the Provincial Party Committee Marine Development Committee, the Provincial Ocean Department, the Provincial Marine Economic Development and Resource Protection Research Institute, and the Provincial Marine and Fisheries Supervision Corps, improve the marine management system, open up the marine project databases of the development and reform, natural resources, ecological environment, finance and other departments, and strengthen data sharing and information exchange with the statistical department. Actively strive for and make good use of pilot demonstration policies, consolidate and enhance the results of the construction of Haikou Marine Economic Innovation Development Demonstration City, promote the construction of Lingshui Marine Economic Development Demonstration Zone, and accelerate the construction of Sanya Modern Marine City.
24. Optimize the fiscal and financial support mechanism. Give full play to the leading role of government investment funds and guide social capital to establish industrial investment funds serving the marine economy. Make good use of the State Council's policies on promoting high-quality development of venture capital, make good use of special bonds, ultra-long-term special treasury bonds and other policies, implement tax incentives, improve fiscal subsidies and other incentives, and increase support for marine public infrastructure, major science and technology projects, public services and other projects.
3. Organization and implementation
We must strengthen the party's overall leadership over marine work, strengthen overall planning and overall coordination, establish and improve a coordinated promotion mechanism for marine work, solve difficult work bottlenecks, and speed up the planning of a number of major marine projects. Strengthen organizational guarantees, talent guarantees, and factor guarantees, and accelerate the formation of a strong synergy for the construction of a strong marine province. It is necessary to decompose the main goals and key construction tasks year by year, and carry out regular

Scheduling work and tracking analysis, annual evaluation and supervision and inspection, strengthen the supervision and implementation of key issues, major projects and supporting measures. It is necessary to strengthen the statistical survey of the marine economy and improve the monitoring system of the operation of the marine economy. Support the establishment of high-end think tanks for marine development and marine governance research, promote marine development strategies, marine governance, and comprehensive research on the marine economy, and provide strong intellectual support for high-quality development of marine tasks.
