The Standing Committee of the Provincial People's Congress "Decision on Approving the Promotion of the Application of the "Three Parks" Special Simplified Approval in Six Parks Including Yangpu Economic Development Zone"

In order to implement the "Overall Plan for the Construction of Hainan Free Trade Port", promote the rapid implementation of projects, and accelerate the development of key parks, in accordance with the provisions of the "Regulations on Simplified Approval for Key Parks in the China (Hainan) Pilot Free Trade Zone", the 21st meeting of the Standing Committee of the Sixth People's Congress of Hainan Province decided:

1. Promote the application of special simplified approval for the "three parks" in Hainan Free Trade Port Yangpu Economic Development Zone, Haikou Jiangdong New District, Haikou Comprehensive Bonded Zone, Sanya Central Business District, Wenchang International Aerospace City, and Lingshui Li'an International Education Innovation Pilot Zone.

2. The provincial and relevant municipal, county, and autonomous county people's governments and their departments, as well as key park management agencies, shall strictly follow the relevant provisions of the "Regulations on Simplified Approval for Key Parks in the China (Hainan) Pilot Free Trade Zone", take effective measures, establish and improve the supervision system, strengthen in-process and post-process supervision, strengthen risk prevention and control, and promptly deal with and resolve risks and problems arising in the implementation of simplified approval, ensure that various plans are effectively implemented, and ensure that the quality of the ecological environment within the management scope does not decline.

3. This decision shall come into force on August 1, 2020.
