The "Regulations on the Establishment and Operation Management of Wenchang International Aerospace City Administration (Revised)" has been reviewed and approved at the 90th Executive Meeting of the Seventh Hainan Provincial People's Government on November 29, 2021, and is hereby promulgated and shall come into force from the date of promulgation.

Regulations on the Establishment and Operation Management of Wenchang International Aerospace City Administration
(Revised)
Article 1 In order to accelerate the construction of Hainan Free Trade Port, innovate the management system and operation mechanism of Wenchang International Aerospace City (hereinafter referred to as Aerospace City), grant Aerospace City the right to independent development, and standardize the operation of the Aerospace City Administration, these regulations are formulated in accordance with relevant laws and regulations.
Article 2 The Aerospace City Administration, as a statutory institution that performs the corresponding administrative management and public service duties of the park, has legal person status in accordance with the law, and implements market-oriented operation and enterprise management.
Article 3 The Aerospace City Administration is directly led by the Provincial People's Government and implements the director responsibility system under the leadership of the Board of Directors. The director presides over all work. The Board of Directors is responsible for overall coordination, supervision and decision-making on major matters.
Article 4 The Council shall have one chairman, who shall be the deputy governor in charge of the Provincial People's Government. There shall be two vice-chairmen, who shall be the heads of the business departments and the main leaders of the Wenchang Municipal Party Committee. Other directors shall be the main heads of relevant provincial departments, another head of the business department, the director of the Aerospace City Administration, and representatives of relevant strategic partners or investors.
Article 5 The Aerospace City Administration shall perform the management responsibilities delegated or entrusted by the Provincial People's Government and its functional departments, the Wenchang Municipal People's Government and its functional departments in accordance with legal procedures, and shall be responsible for park planning, comprehensive coordination, development and construction, operation management, industrial development, investment promotion, institutional innovation, and enterprise services.
The Wenchang Municipal People's Government shall mainly perform other duties within the scope of the Aerospace City in addition to the duties of the Aerospace City Administration.
Article 6 The Aerospace City Platform Company shall be established as the subject of the development and construction of the Aerospace City and the market-oriented investment and financing, and shall undertake the work of financing, infrastructure construction, and park operation management in the Aerospace City in accordance with laws and regulations. The Aerospace City Administration shall perform the duties of the investor to the platform company on behalf of the Provincial People's Government.
Article 7 Team configuration. The Aerospace City Administration has one director (who shall be concurrently appointed by the mayor of Wenchang Municipal People's Government and listed as a position managed by the Provincial Party Committee. The director shall also be the party secretary), one executive deputy director (who shall also be the deputy party secretary and chairman of the Aerospace City platform company), several deputy directors and chief economists (members of the team, and one deputy director shall be concurrently appointed by the general manager of the platform company). Provincial cadres shall be selected to serve as full-time deputy team positions, and their original work relationship and identity shall not be retained. According to work needs and meeting the qualifications for appointment, they may be transferred back to party and government organs or provincial enterprises and institutions for appointment.
Article 8 The Aerospace City Administration enjoys independent autonomy in personnel employment. Except for part-time leaders selected by the Provincial Party Committee, it shall independently decide on personnel recruitment, job setting, salary standards, etc. within the total salary amount.
The total salary amount shall be based on the approved job quota, and the finance shall be approved according to the actual situation. A salary management system shall be established that is compatible with performance goals, and the salary standards for positions at the same level may be different.
Article 9 The income of the Aerospace City Administration mainly includes financial subsidies, service income and other legal income. The provincial finance department shall determine the operating subsidy funds of the Aerospace City Administration and arrange the construction funds of the Aerospace City in accordance with relevant regulations.
Article 10 The state-owned assets developed by various investment entities in the Aerospace City can be entrusted by the relevant investment entities to the Aerospace City Administration to coordinate operation and management and realize value preservation and appreciation.
Article 11 In principle, the investment in municipal infrastructure and public services such as education and health in the Aerospace City shall be guaranteed by fiscal funds at all levels, and shall be implemented in accordance with relevant provincial decisions in combination with the financial situation and project progress. Encourage the attraction of social capital to participate in the basic construction of the Aerospace City and broaden the source of funds; support platform companies to carry out market-oriented and diversified financing and operations under the premise of controllable risks.
Article 12 The Aerospace City Administration shall establish an information disclosure system, disclose major matters, financial budgets and final accounts in accordance with the law, and accept audit supervision by the auditing agency. The Provincial People's Government shall assess the operational performance of the Aerospace City Administration on an annual basis.
Article 13 These regulations shall come into force on the date of promulgation. The "Regulations on the Establishment and Operation Management of the Wenchang International Aerospace City Administration" (Order No. 293 of the Hainan Provincial People's Government) promulgated by the Provincial People's Government on September 17, 2020 shall be abolished at the same time.
