The Standing Committee of the Provincial People's Congress issued the Regulations on the Hainan Free Trade Port Lingshui Li'an International Education Innovation Pilot Zone.

Recently, the Seventh Session of the Standing Committee of the Seventh People's Congress of Hainan Province reviewed and approved the "Regulations of the Lingshui Li'an International Education Innovation Pilot Zone of Hainan Free Trade Port" (hereinafter referred to as the "Regulations"), which will come into effect on January 1 next year. The "Regulations" adopt a "small-scale" legislative model with a total of 26 articles and no chapters.

The "Regulations" clearly state that the Lingshui Li'an International Education Innovation Pilot Zone will establish and improve internationally competitive education opening policies and systems in accordance with the needs of the construction of the Hainan Free Trade Port, and is committed to creating a new benchmark for the open development of Chinese education, a test field for Chinese education reform and innovation, a concentrated display window for Sino-foreign education exchanges and mutual learning, and an important platform for receiving the return of international education consumption.

The "Regulations" propose to support domestic key universities to introduce well-known overseas universities to establish Sino-foreign cooperative education institutions with independent legal person status in the pilot zone.

The "Regulations" make specific arrangements for the enrollment, teaching, and school-running models of the innovation pilot zone. It is encouraged to implement multi-channel and innovative enrollment model reforms in the pilot zone, and explore a diversified admission mechanism based on college entrance examination and high school academic level examination scores and reference to comprehensive quality evaluation.

The Regulations set out clear requirements for deepening the integration of industry and education. Support educational institutions, scientific research institutions, enterprises, etc. to carry out collaborative innovation around industrial development, promote the integration of higher education into the science and technology and industrial innovation system, promote the incubation, transformation and industrialization of scientific and technological achievements, and realize the integrated development of "education, science, industry and city".

The Regulations also set out specific requirements for clarifying institutions and responsibilities, promoting the optimization of governance structure, and establishing and improving service and supervision mechanisms.
