Announcement No. 2 of 2021 by the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation
In order to support the construction of Hainan Free Trade Port, accelerate the construction of an international tourism consumption center, and further facilitate shopping for tourists, the following issues are hereby announced regarding the pickup methods for duty-free shopping by off-island passengers:
1. When off-island passengers purchase duty-free goods at off-island passenger duty-free shopping stores (including approved online sales windows) with valid ID cards and off-island information, in addition to picking up goods at designated areas at airports, railway stations and docks, they can choose to pick up goods by mail delivery. If you choose to pick up goods by mail delivery, the recipient, payer and purchaser should be the shopping passenger himself, and the receiving address should be outside Hainan Province. Off-island duty-free shops should confirm that the shopping passenger meets the above requirements and has actually left the island, and then deliver the duty-free goods purchased by the passenger at one time.
2. Island residents who purchase duty-free goods before leaving the island can choose to return to the island to pick up. When returning to the island to pick up duty-free goods, they must provide their valid ID cards and actual off-island itinerary information. Off-island duty-free shops should deliver duty-free goods after confirming that the identity of the pick-up person and the off-island itinerary information meet the requirements.
Residents on the island include Chinese citizens holding Hainan ID cards, Hainan residence permits or social security cards, as well as foreigners who work and live in Hainan and hold residence permits.
Relevant departments of Hainan Province should provide the customs and taxation departments with relevant information and networking environment for verifying the qualifications of residents on the island, passengers leaving the island, and purchasing tickets.
3. The specific regulatory requirements for mail delivery and return to the island for collection and delivery will be announced separately by the General Administration of Customs.
4. This announcement will be implemented from the date of announcement. Other provisions in the "Announcement of the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation on the Duty-Free Shopping Policy for Passengers Leaving Hainan Islands" (Announcement No. 33 of the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation in 2020) will continue to be implemented.
