The Provincial Department of Finance and other departments issued the "Announcement on Issues Concerning Hainan's Off-Island Duty-Free Shopping Business Entities"

In order to implement the spirit of the "Overall Plan for the Construction of Hainan Free Trade Port" and the "Announcement of the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation on the Duty-Free Shopping Policy for Off-Island Passengers in Hainan" (No. 33 of 2020), introduce moderate competition in an orderly manner, and improve the quality of off-island duty-free business services, the following announcement is hereby made:
Under the unified deployment and planning guidance of the Hainan Provincial Party Committee and the Provincial Government, the Hainan Provincial Department of Finance, the Department of Commerce, the Market Supervision Bureau and other departments are selecting and determining the newly added Hainan off-island duty-free shopping business entities in accordance with the relevant provisions of the Ministry of Finance's "Interim Measures for the Management of Hainan Off-Island Passenger Duty-Free Shopping Stores" and other relevant regulations, in accordance with the principle of operating brands, varieties, prices and international synchronization, using market-oriented competition methods such as bidding. The organization of the business entity to apply for the establishment of an off-island duty-free shop will be submitted to the Ministry of Finance, the General Administration of Customs, the State Administration of Taxation and the Ministry of Commerce for review and approval according to procedures.
Without the approval of the relevant national departments and Hainan Province, no enterprise shall arbitrarily publish relevant information on the establishment of an off-island duty-free shopping store in Hainan to carry out duty-free goods business. If the regulations are violated, the relevant departments of Hainan Province will be held accountable in accordance with the law.
