The Provincial Department of Transportation issued the Announcement on the Qualification Certification of “Zero Tariff” Vehicles and Yacht Import Enterprises in Hainan Free Trade Port.

According to the Notice of the Ministry of Finance, the General Administration of Customs and the State Administration of Taxation on the "Zero Tariff" Policy for Vehicles and Yachts in Hainan Free Trade Port (Finance and Customs Tariff [2020] No. 54) and the Measures for the Administration of "Zero Tariff" Imported Vehicles and Yachts in Hainan Free Trade Port (Trial) (Qiongfu [2020] No. 60), in order to do a good job in the qualification certification of "zero tariff" vehicles and yacht import enterprises, the relevant matters are hereby announced as follows.
1. Enterprises that intend to import "zero tariff" vehicles and yachts should be registered in Hainan Free Trade Port and have independent legal person status, and are engaged in transportation and tourism (aviation enterprises must use Hainan Free Trade Port as the main operating base, hereinafter referred to as import enterprises).
2. Import enterprises shall declare through the "single window" for international trade. For details of the declaration process, please refer to the user manual (attachment).
3. The declaration materials of import enterprises are business licenses of enterprises, among which aviation operators shall also provide relevant business licenses of the civil aviation industry. Import enterprises are responsible for the authenticity and legality of the submitted materials.
4. Import enterprises can check the review status through the "single window" for international trade.
5. Importing enterprises must promise to have read and known the "Notice of the Ministry of Finance, General Administration of Customs and State Administration of Taxation on the "Zero Tariff" Policy for Vehicles and Yachts in Hainan Free Trade Port", "Management Measures for the "Zero Tariff" Import of Vehicles and Yachts in Hainan Free Trade Port (Trial)" and "Customs Implementation Measures for the "Zero Tariff" Policy for Vehicles and Yachts in Hainan Free Trade Port (Trial)" when declaring, and promise that the imported "zero tariff" vehicles and yachts will strictly comply with the requirements of the above three documents.
6. If the current laws, regulations and provisions have specific requirements on the import, registration, use and operation of vehicles and yachts, they shall be implemented in accordance with the applicable laws, regulations and provisions.
