Hainan Free Trade Port Foreign Talent Certification Standards (Trial Implementation 2020-2024)

According to the Overall Plan for the Construction of Hainan Free Trade Port, referring to the Classification Standards for Foreigners Working in China (Trial), combined with the labor market demand of Hainan Free Trade Port, the standards for identifying foreign "high-quality, high-tech and scarce" talents in Hainan Free Trade Port are established with salary level as the indicator, focusing on performance and contribution, highlighting market evaluation, international peer evaluation and other market demand orientation.
Foreigners who meet one of the following standards can be identified as foreign "high-quality, high-tech and scarce" talents in Hainan Free Trade Port:
1. Foreign high-end talents (Class A) and foreign professional talents (Class B) in the Classification Standards for Foreigners Working in China (Trial) issued by the State Administration of Foreign Experts (subject to the latest version).
2. Foreign talents with an annual income of RMB 300,000 or more in Hainan Free Trade Port.
3. Foreign talents who meet the "Catalogue of Urgently Needed and Scarce Foreigners' Jobs" publicly released by our province.
4. Urgently needed and scarce foreign talents temporarily reported by the administrative departments for foreigners' work permits at prefecture-level cities and above.
5. Urgently needed and scarce foreign talents temporarily reported by enterprises confirmed by the management departments of provincial key industrial parks.
The "Standards for Recognizing Foreign "High-end, High-tech and Shortage" Talents in Hainan Free Trade Port (Trial Implementation 2020-2024)" will be dynamically adjusted according to the needs of Hainan's economic and social development and the actual situation of the free trade port construction.
