Hainan Provincial Talent Office's "Classification Standards for High-level Talents in Hainan Free Trade Port (2022)"

1. Preparation Instructions

The Hainan Free Trade Port High-level Talent Classification Standard (2022) is formulated and implemented by the Hainan Provincial Party Committee Talent Development Bureau in accordance with the "Overall Plan for the Construction of Hainan Free Trade Port".

The formulation of this standard adheres to the principle of both moral integrity and professional competence, and is based on market recognition, professional community recognition and social recognition (hereinafter referred to as "professional and social recognition").

This standard includes market recognition standards, professional and social recognition standards for high-level talents (specifically divided into tropical agriculture, tourism, Internet big data and telecommunications, medical and health services, modern financial services, modern logistics, oil and gas industries, education and scientific research, publicity and culture, philosophy and social sciences, sports (including e-sports) industry, legal services, shipping and maintenance, planning and engineering construction (industrial) design, aerospace, management and other professional fields).

Hainan Free Trade Port high-level talents who meet any of the clauses in this standard can apply to be identified as talents in the category of the clause, and distinguish between market recognition standards, professional and social recognition standards to obtain corresponding preferential policy support and service guarantee treatment.

II. Market Recognition Standards

Class A Talents

1.  Main business management talents (referring to the chairman and general manager, hereinafter the same) of non-state-owned enterprises whose core businesses belong to Hainan's four leading industries (i.e. tourism, modern service industry (excluding real estate industry), high-tech industry, tropical characteristic high-efficiency agriculture, hereinafter the same) or three future industries (i.e. southern breeding industry, deep-sea industry, aerospace industry, hereinafter the same), and whose annual corporate tax payment in Hainan reaches RMB 1 billion.

2.  Main business management talents, scientific and technological R&D personnel, engineers and high-skilled talents who serve Hainan's four leading industries or three future industries, and who have paid personal income tax of RMB 30 million in the year before Hainan's tax settlement or RMB 5 million for two consecutive years after the tax settlement based on comprehensive income and business income.

Class B Talents

1. Main business management talents of non-state-owned enterprises whose core businesses belong to Hainan's four leading industries or three future industries, and whose annual corporate tax payment in Hainan reaches RMB 300 million.

2.  Business management talents, scientific and technological R&D personnel, engineers and highly skilled talents who serve Hainan's four major leading industries or three major future industries, and who, based on comprehensive income and business income, paid personal income tax of RMB 15 million in the year before Hainan's tax settlement or paid personal income tax of RMB 2.5 million for two consecutive years after the tax settlement.

Category C talents

1. Main business management talents of non-state-owned enterprises whose core businesses belong to Hainan's four major leading industries or three major future industries and whose annual corporate tax payment in Hainan reaches RMB 100 million.

2.  Business management talents, scientific and technological R&D personnel, engineers and highly skilled talents who serve Hainan's four major leading industries or three major future industries, and who, based on comprehensive income and business income, paid personal income tax of RMB 6 million in the year before Hainan's tax settlement or paid personal income tax of RMB 1 million for two consecutive years after the tax settlement.

Category D talents

1. Main business management talents of non-state-owned enterprises whose core businesses belong to Hainan's four major leading industries or three major future industries and whose annual corporate tax payment in Hainan reaches RMB 25 million.

2.  Business management talents, scientific and technological R&D personnel, engineers and highly skilled talents who serve Hainan's four major leading industries or three major future industries, and who, based on comprehensive income and operating income, paid personal income tax of RMB 3 million in the year before Hainan's tax settlement or paid personal income tax of RMB 500,000 for two consecutive years after the tax settlement.

Category E talents

1. Main business management talents of non-state-owned enterprises whose core businesses belong to Hainan's four major leading industries or three major future industries and whose annual corporate tax payment in Hainan reaches RMB 5 million.

2.  Business management talents, scientific and technological R&D personnel, engineers and highly skilled talents who serve Hainan's four major leading industries or three major future industries, and who, based on comprehensive income and operating income, paid personal income tax of RMB 300,000 in the year before Hainan's tax settlement or paid personal income tax of RMB 50,000 for two consecutive years after the tax settlement.

Talents of Category A

1. Winners of the World Food Prize, Wolf Prize, Bertebos Prize of the Royal Swedish Academy of Agricultural and Forestry Sciences, Louis Malassis International Agricultural and Food Science Award, GCHERA World Agriculture Award; winners of the National Highest Science and Technology Award, the National Science and Technology Award Special Prize (first finisher).
