On September 14, Hainan issued the "Implementation Plan for Piloting the Reform of International Talent Service Management in Hainan Free Trade Port", deploying the pilot reform of international talent service management, achieving breakthroughs in the introduction and use of international talents, training and evaluation, work residence, and service guarantee, and exploring the establishment of an international talent service management system and mechanism that is in line with international standards, reflects Chinese characteristics, and conforms to Hainan's positioning.
This is an important policy measure for Hainan to benchmark the international leading level and the highest form of openness, and realize the liberalization and facilitation of personnel entry and exit and employment and practice; it is also the first systematic document on the reform of international talent service management covering the entire province issued at the provincial level.
Goal
By 2022, the focus will be on major breakthroughs in system construction and mechanism innovation, and a domestic leading international talent service management system and mechanism will be basically established, forming a fair, legal, inclusive, and convenient international talent system environment to ensure that all types of international talents can be attracted, retained, and used well.
By 2025, all tasks will be fully implemented, and a more open, dynamic, and internationally competitive international talent service management system and mechanism will be established, with a significant increase in the total number of international talents and a significant improvement in the efficiency of international talent use.

Innovate the mechanism for the introduction and use of international talents
Establish a global talent recruitment system in line with international standards, compile and publish the "Hainan Free Trade Port Industry Talent Catalog", and guide international talents to work and innovate and start businesses in Hainan;
A certain number of positions in universities, hospitals, research institutes and statutory institutions in Hainan Province will be set aside for the recruitment of foreign personnel, and qualified foreign personnel will be allowed to serve as legal representatives of statutory institutions, institutions and state-owned enterprises;
Build an international talent innovation and entrepreneurship platform, prepare to build the China (Hainan) Overseas Students Entrepreneurship Park, and attract international talents and outstanding overseas students to innovate and start businesses in Hainan Free Trade Port;
Broaden the channels for international talent work contact, rely on my country's embassies and consulates abroad or friendly cities to strengthen exchanges and cooperation with key countries and regions, and attract internationally renowned headhunting companies to settle in Hainan;
Create an international talent exchange and cooperation brand, hold the China (Hainan) Talent Exchange Conference and the "Belt and Road" Talent Development Forum, strengthen cooperation and exchanges with internationally renowned industry associations and foundations, and attract high-end talents in key areas.

Improve the incentive mechanism for the training and evaluation of international talents
Innovate the international training methods of talents, introduce high-level universities and vocational colleges in science, engineering, agriculture and medicine from abroad to independently run schools in Hainan Free Trade Port, promote domestic key universities to introduce well-known overseas colleges and universities to set up Sino-foreign cooperative schools with independent legal person status in Hainan Free Trade Port, and cultivate a group of talents with international vision;
Establish a green channel for the evaluation of international talent titles, and introduce international talents who meet the classification standards and conditions of high-level talents in Hainan Province, and apply for the evaluation of senior professional titles according to their contributions and actual levels;
Reform the management system of foreign-related professional qualifications and open up Restrictions on overseas personnel taking professional qualification examinations, allowing international talents who have obtained some overseas professional qualifications or recognized international professional organization qualifications (except for certified public accountants, legal services and other fields) to directly provide professional services to enterprises and residents in Hainan Free Trade Port after passing skill certification;
Improve the salary incentive mechanism for international talents, guide employers to implement a distribution policy oriented towards increasing the value of knowledge, explore medium- and long-term incentive methods such as job dividends, project income dividends, and equity incentives for high-end talents, allow legal income to be increased through technology equity income, capital market realization, etc., and attract and gather international talents.

Implementing work permits and entry and exit facilitation measures
Implementing negative list management for foreigners’ work permits in Hainan Free Trade Port. Foreigners outside the “negative list” are not restricted from working in Hainan Free Trade Port;
Implementing quota management for restricted categories in the negative list of work permits, establishing a dynamic quota adjustment mechanism, and independently approving restricted work permits under the control of the total quota;
Allowing foreign high-level talents working in Hainan Free Trade Port to work part-time, innovate and start businesses directly in Hainan Free Trade Port after approval and filing. Work permits are valid, and part-time work does not require re-application or change of work permits;
Implementing the “commitment with incompleteness ' punishment for breach of trust” system. In addition to submitting the main application materials, foreigners can “accept incompleteness” when applying for work permits and work-related residence permits. Punishment for breach of trust will be implemented in accordance with the law for individuals and units that fail to perform their obligations.
