The Provincial Development and Reform Commission, the Provincial Department of Transportation, and the Provincial Postal Administration issued the "Notice on Doing a Good Job in the Settlement of Entrepreneurial and Innovative Talents in the Modern Logistics Industry in Hainan Province"

On July 8, the Hainan Provincial Development and Reform Commission, the Provincial Department of Transportation, and the Provincial Postal Administration jointly issued the "Notice on Doing a Good Job in the Settlement of Entrepreneurial and Innovative Talents in the Modern Logistics Industry in Hainan Province", the specific contents of which are as follows:

I
Policy Basis for Settlement Application

★ "Implementation Measures for the Settlement of Talents Introduced in Hainan Province" (Qiong Fu [2017] No. 66, hereinafter referred to as the "Implementation Measures")
★ "Notice of the Hainan Provincial Department of Human Resources and Social Security and the Hainan Provincial Public Security Department on the Implementation of the <Implementation Measures for the Settlement of Talents Introduced in Hainan Province>" (Qiong Renshefa [2018] No. 64)

II
Objects for the Settlement of Talents Introduced

★ Entrepreneurial talents who have led and established enterprises in the province, whose products meet the support directions of the province's 12 key industries, and are the main founders of the enterprises, and whose personal actual investment is not less than 1.5 million yuan (excluding technology shares), and who are under 55 years old, can choose to apply for settlement in any town in the province. (Note: "Leading an enterprise" refers to an enterprise jointly established by a talent with entrepreneurial ability as a legal representative and a shareholder; "establishing an enterprise" refers to an enterprise established by a sole proprietor.)

★Innovative talents who have major scientific research results that can promote independent innovation and technological upgrading of enterprises, and who have invested in the technology of the enterprises employed in this province, with an estimated value of not less than 1.5 million yuan and a share of not less than 10% of the registered capital, and who are under 55 years old, can choose to apply for settlement in any town in this province.

3. Comply with the support direction of modern logistics industry

Products comply with the support direction of modern logistics industry: freight (transportation), warehousing (except dangerous goods), circulation processing, distribution, third-party logistics (freight forwarding), emergency logistics, reverse logistics, logistics information and related services, construction and operation of logistics infrastructure, postal express, other logistics services, etc.

4. Determined by modern logistics industry departments

★The main business of logistics enterprises is divided into transportation (excluding railways and air transportation), postal express, and other logistics industries. Enterprises submit application materials to the logistics industry departments of the cities and counties where they are located based on their main logistics business.

★The competent department of transportation (excluding railways and air transportation) industry is the transportation department. The competent department of the postal and express delivery industry is the postal administration department. If the enterprise fills in that its main business is other logistics industry, the Development and Reform Department shall issue a confirmation opinion.

V. Application process and implementation requirements

(I) Entrepreneurial and innovative talent identification authority and process

(1) Applicants download and fill in the "Confirmation Opinion of Entrepreneurial Talents in Modern Logistics Industry of Hainan Province" or "Confirmation Opinion of Innovative Talents in Modern Logistics Industry of Hainan Province" on the portal website of the Provincial Development and Reform Commission. The enterprise confirms the logistics industry department according to the main business of logistics (transportation, postal express, other logistics industry), and applies for acceptance with the logistics industry department of the company's production and operation location together with the application materials.

(2) After acceptance, the municipal and county logistics industry departments shall determine the main business of the logistics enterprise together with the municipal and county statistics departments, conduct a preliminary review of the application materials within 10 working days, and stamp and confirm the confirmation opinion after the preliminary review is passed. If the preliminary review fails, the applicant shall be informed of the failure result of the preliminary review.

(3) Those who pass the preliminary review shall submit the confirmation opinion and the paper version of the application materials to the provincial logistics industry department for review and confirmation.
(4) After the provincial logistics industry department accepts the application, it shall review and confirm the applicant's conditions and application materials within 7 working days. After the review is passed, the applicant shall be recognized as a talent and a confirmation opinion shall be made in the confirmation opinion letter.
(5) The applicant shall take the confirmation opinion letter to the public security police station or certificate processing center in the intended place of residence to handle the talent settlement matters.
(6) If the preliminary review time needs to be extended due to special circumstances, the applicant shall be informed. The extension time for the preliminary review shall generally not exceed 7 working days, and the extension time for the review and confirmation shall generally not exceed 5 working days.

(II) Application materials for the recognition of entrepreneurial and innovative talents
(1) Hainan Province Modern Logistics Industry Entrepreneurial Talent Confirmation Opinion (Appendix 1, in duplicate);
(2) Capital verification report issued by an accounting firm and bank deposit slips of actual personal capital contributions;
(3) Copy of the applicant's ID card;
(4) Copy of the business license of the enterprise;
(5) Articles of Association of the enterprise;
(6) Enterprise machine-readable file registration materials of the market supervision and management department;
(7) Relevant materials that the enterprise meets the support direction of the modern logistics industry, such as logistics business invoices or contracts, and property rights materials of production and operation sites or lease contract, enterprise safety production and business management materials;
(8) If the applicant's business enterprise is a transportation enterprise, it is necessary to provide a road transportation business license; if the applicant's business enterprise is a postal express enterprise, it is necessary to provide an express business license;
(9) Hainan Province Modern Logistics Industry Innovation Talent Confirmation Opinion (Appendix 2, in duplicate);
(10) Technology Equity Agreement;
(11) Evaluation report issued by an asset evaluation agency;
(12) Scientific research results property rights certificate such as copyright registration certificate, patent certificate, etc.;
(13) Employment contract of the applicant's enterprise.

Entrepreneurial talents provide (1)-(8) materials, and innovative talents provide (3)-(13) materials.

VI
Audit and matters needing attention

(I) Audit contents for entrepreneurial talent identification
(1) Whether the applicant's age and actual investment meet the requirements;
(2) The applicant must be the legal representative of the enterprise that leads or establishes the enterprise. If the applicant is the legal representative after the enterprise is changed, he must be the original shareholder in the early stage of the enterprise;
(3) The municipal and county logistics industry departments shall conduct on-site inspections to see whether the enterprise is carrying out normal production and operation activities and has been in operation for 1 year;
(4) The products produced and operated by the company must comply with the industrial development policies and industrial structure of the local city and county, and comply with the support direction of the modern logistics industry in our province;
(5) The authenticity of the relevant supporting materials provided by the applicant.

(II) Review content for the identification of innovative talents
(1) Whether the applicant's age and shareholding ratio meet the requirements;
(2) The technology investment agreement must stipulate that the investment valuation is not less than 1.5 million yuan, and the ownership of the technological achievements will be transferred to the company;
(3) In the evaluation report issued by the asset evaluation agency, the technology valuation is not less than 1.5 million yuan;
(4) The municipal and county logistics industry departments shall conduct on-site verification to see whether the applicant's technological achievements effectively promote the company's independent innovation and technological upgrading, and whether the company is carrying out normal production and operation activities and has been in operation for 1 year;
(5) The products produced and operated by the company must comply with the local municipal and county industrial development policies and industrial structure, and comply with the support direction of the modern logistics industry in our province;
(6) The authenticity of the relevant supporting materials provided by the applicant.

VII
Other matters

(I) Improve the work mechanism for talent settlement
The logistics industry departments of various cities and counties shall provide efficient and convenient services for the settlement of talents, and shall not add additional conditions and procedures, and shall not refuse or delay the settlement of introduced talents on the grounds of tasks and reasons.

(II) Relevant enterprises and applicants must truthfully provide relevant materials
Anyone who forges or provides false certification materials when applying for settlement will be included in the blacklist of dishonest enterprises once it is found out through review, and the enterprise will no longer be accepted for the qualification confirmation of talent settlement; if the applicant forges or provides false certificates, the qualification confirmation procedures will not be processed, and the qualification confirmation that has been processed will be invalidated.

These rules shall be interpreted by the Provincial Development and Reform Commission together with the Provincial Department of Transportation and the Provincial Postal Administration, and shall come into effect on the date of publication and shall be valid for 5 years.
