The Provincial Department of Commerce issued the Guidelines for Overseas Personnel in Hainan Free Trade Port to Take the Auctioneer Qualification Examination (Trial)

Chapter 1 General Provisions

Article 1 Based on the "Administrative Measures for Overseas Personnel Taking Professional Qualification Examination in Hainan Free Trade Port (Trial)", "Work Plan for the Implementation of the Negative List of Cross-border Trade in Services in Hainan Province" and the Professional Qualification Examination for Auctioneers of the People's Republic of China, and in light of the actual situation in Hainan, these Guidelines are formulated.

Article 2 These Guidelines apply to overseas personnel and international students who legally work, reside or intend to work or reside in Hainan Free Trade Port (hereinafter referred to as overseas personnel).

Article 3 The "Auctioneer Professional Qualification Certificate of the People's Republic of China (Overseas Personnel)" (hereinafter referred to as the "Auctioneer Professional Qualification Certificate") obtained by overseas personnel through the examination is a certificate that proves that they have the necessary skills and capabilities to engage in auctioneer and auction business, and is valid in the Hainan Free Trade Port area.

Chapter 2 Registration for the Examination

Article 4 Overseas personnel taking the Professional Qualification Examination for Auctioneers in Hainan Free Trade Port shall have the same examination standards, unified examination organization, and unified certificate issuance as domestic candidates.

Article 5 Foreign personnel who abide by the laws and regulations of the People's Republic of China, abide by professional ethics, have full civil capacity, have a college degree or above recognized by the People's Republic of China, or a bachelor's degree or above, and have good conduct, may voluntarily register for the auctioneer professional qualification examination.

Anyone whose auctioneer professional qualification certificate has been revoked for less than 5 years, who has violated the rules in the auctioneer qualification examination in previous years and has not yet completed the suspension period, or who has been criminally punished for intentional crimes, shall not register for the auctioneer qualification examination.

Article 6 Foreign personnel who register for the auctioneer professional qualification examination shall submit the following materials:

(a) A domestic college degree or above or a bachelor's degree certificate, or a foreign college degree or above or a bachelor's degree certificate recognized by the education administrative department of the People's Republic of China;

(b) A valid passport, visa or permanent residence ID card of a foreign person;

(c) Other relevant materials.

Article 7 Foreign personnel who participate in the national auctioneer professional qualification examination shall register online. Log in to the website of the China Auctioneers Association (www.caa123.org.cn) to register with your valid identity document information (valid identity documents such as valid passports, visas or permanent residence ID cards for foreign personnel). Information such as examination notices, registration, outlines and teaching materials can be found in the announcements on the website of the China Auctioneers Association.

Article 8 The China Auctioneers Association is responsible for the qualification review of foreign candidates. If the qualification review is qualified, the China Auctioneers Association will issue admission tickets. Foreign candidates log in to the online registration system to print the admission ticket, and take the admission ticket and the valid identity document used when registering to take the examination at the time and place indicated on the admission ticket.

Article 9 Foreign personnel participating in the auctioneer professional qualification examination shall abide by the examination discipline and relevant regulations. Personnel who violate the examination discipline and relevant regulations shall be dealt with in accordance with the provisions for handling violations of discipline and regulations in the national professional and technical personnel qualification examination.

Chapter III Certificate Management

Article 10 Foreign personnel who pass the auctioneer professional qualification examination shall be issued an auctioneer professional qualification certificate uniformly produced by the Ministry of Human Resources and Social Security and stamped by the China Auctioneers Association, with the certificate marked with "Valid Area: Hainan Free Trade Port".

Article 11 The China Auctioneers Association shall issue qualification certificates to qualified personnel and announce the list of foreign personnel to the public. The Hainan Provincial Department of Commerce is responsible for filing the list of certificate holders with the Hainan Provincial Committee of the Communist Party of China Talent Development Bureau.

Chapter IV Supplementary Provisions

Article 12 Hong Kong, Macao and Taiwan residents shall take the auctioneer professional qualification examination in Hainan Free Trade Port in accordance with relevant national regulations.

Article 13 The charging standards for foreign personnel taking the auctioneer professional qualification examination in Hainan Free Trade Port shall refer to the charging standards for domestic candidates.

Article 14 The Hainan Provincial Department of Commerce shall be responsible for interpreting these guidelines.

Article 15 These guidelines shall take effect from the date of publication and shall be valid for 3 years.
