The Hainan Provincial Measures for the Use of High-level Talent Turnover Establishment (Trial) defines "high-level talent turnover establishment", that is, the provincial institutional establishment department shall determine a certain number within the total number of provincial-level public institutions, and the employer shall implement it in a "first in, last out" manner within a certain period of time.
The number of turnover establishments determined by the Measures is 500, and the maximum period of use is 3 years. Employers in the fields of education, science and technology, culture, health and health can use it to supplement urgently needed high-level talents. The specific application process is divided into three steps:
The first step is that the employer or its superior unit studies and proposes opinions on the use of "turnover establishment" to introduce high-level talents, and reports it to the Provincial Party Committee Organization Department together with the establishment and use of the unit and the specific situation of the talents to be introduced.
The second step is that the Provincial Party Committee Organization Department will review the materials, and seek opinions from relevant departments such as the Provincial Party Committee Talent Development Bureau, make review opinions, and determine the number of "turnover establishments" applied for by the employer.
The third step is that according to the review opinions of the Provincial Party Committee Organization Department, the employer or its superior unit shall report to the Provincial Department of Human Resources and Social Security for review, and report to the Provincial Party Committee Organization Department to handle the personnel establishment real-name system procedures.
In order to ensure that the turnover establishment can be used reasonably and effectively, and help employers recruit high-level talents that are truly needed, the "Measures" stipulates the use rights of the turnover establishment and "tailor-made" the use conditions for different types of units. For example, high-level talents introduced by undergraduate colleges and universities should meet the needs of Hainan's first-class discipline construction and characteristic key discipline construction, and have a doctoral degree or a senior professional title. The reason for this regulation is that the use of "turnover establishment" must adhere to high-end positioning, people and positions, and be guided by innovation ability, quality, effectiveness, and contribution, so as to promote employers to accurately grasp the needs and ensure that "turnover establishment" is used first for the actual needs of scientific research and innovation.
It should be noted that there are two situations that are not applicable:
One is "the exchange of in-service personnel in the province to provincial institutions";
The second is "provincial institutions that mainly provide support and guarantee for government agencies", the purpose is to promote the reasonable standardization and benign development of talent flow between employers in the province, and maximize the efficiency of establishment use.
At the same time, considering that cities and counties also have actual needs to introduce high-level talents, Article 11 of the Measures stipulates that cities and counties can establish a high-level talent turnover and use management mechanism based on actual conditions, and the Provincial Party Committee Organization Department will provide specific guidance to ensure that the policies and measures of cities and counties are standardized and efficient. In addition, after the "Measures" are implemented for a period of time, the Provincial Party Committee Organization Department will work with relevant departments to evaluate the implementation and make timely adjustments based on actual conditions.
