The People's Governments of Beijing, Tianjin, Hebei, Liaoning, Jilin, Heilongjiang, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hubei, Guangdong, Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi, and Xinjiang Uygur Autonomous Region, the Ministry of Commerce, and the Ministry of Justice:

The Ministry of Commerce and the Ministry of Justice have received the request for temporary adjustment of the implementation of relevant administrative regulations and State Council documents in the pilot areas for comprehensively deepening the innovative development of trade in services. The reply is as follows:

1. In accordance with the requirements of the "State Council's Reply on Agreeing to Comprehensively Deepen the Pilot Program for Innovative Development of Trade in Services" (State Letter [2020] No. 111), it is agreed that from now until August 1, 2023, the "Regulations on Travel Agencies", "Regulations on Commercial Franchising Management", "Regulations on Patent Agency", "Regulations of the People's Republic of China on Technology Import and Export Management", "Decision of the State Council on Establishing Administrative Licenses for Administrative Approval Items that Must Be Retained", "Decision of the State Council on Canceling and Delegating a Batch of Administrative Licenses", and "Notice of the General Office of the State Council on Strengthening Management of Foreign Economic and Technological Exhibitions Held in my country" (attached with the catalogue).

2. The relevant departments of the State Council and the relevant local people's governments should make corresponding adjustments to the regulations and normative documents formulated by their departments and regions in a timely manner in accordance with the above adjustments, and establish a management system that is compatible with the pilot work.

3. After the pilot program for comprehensively deepening the innovative development of trade in services expires, the State Council will adjust the content of this reply based on the implementation situation.
